Hybrid Balloting
A blended approach where members may vote either by paper or through a secure electronic portal. The inspector cross-checks paper outer envelopes against electronic submissions to prevent duplicate voting and certify accurate totals. Under § 5105(i) a paper ballot still goes to any member who opts out of electronic voting or has no email on file, so most electronic elections are hybrid in practice.
Who this is for
Associations that have authorised electronic voting but have members who opt out, have no email address on file, or simply prefer paper.
What's included
- One voter list carrying each member’s chosen method and opt-out status
- Paper ballot packages mailed to every opt-out and every member without an email on file
- Electronic voters authenticated and sent a receipt under § 5110(c)(4)
- Paper outer envelopes reconciled against electronic submissions before the count
- One public count and one certified result covering both channels
- Records from both channels retained for recount and inspection
Where we run this
Hybrid Balloting for homeowners associations in San Diego County and Sacramento County. The count happens in public at your meeting under Civil Code § 5120, so we only take on elections where we can be in the room or on the call for it.
